« Is the security madness a political madness or the adapted answer to a true insecurity? »

Excepted the electoral episodes, our modern societies are scarily inclined to the security matters. Intelligent video surveillance systems, cyber spying, internet filtering, electronic searches, fast forwarded police forces to the 21st century. Electronic activity surveillance of the employees goes beyond companies expectations. It is currently easy to forecast deviances, to collect weak insecurity signals and compare those data with behavior databases. Individuals are categorized without noticing, without any survey or any questionnaire. Technological generated abuses are frightening : What means Internet filtering ? why shall one stand for the individual liberties when it should be a collective fight?
We are talking about security madness but the population does not seem to massively resist.
How enlighten the debate between the vital need of security, the political security madness, and a right between position when the technology is solving the question on its own with always more intrusion in the personal area?
To help us thinking about all these questions, we decided to invite a famous philosopher and author, former Minister and respected lecturer, Luc Ferry.
Luc Ferry is holder of the philosophy and political sciences aggregations and Doctor of Political Science. He has been founder of the “Collège de philosophie”, professor, researcher and lecturer.
As editorial writer for “Le Point” and collection director of “Collège de philosophie” -ed. Grasset-, he is an intellectual widely covered by national media. He was President of the ‘Conseil national des Programmes’ from 1994 to 2002.
He has also followed a succesful political career, culminating in May 2002 in an appointment as Minister of the Youth, Education and Research, which he stayed until 2004. He was then nominated as vice-president of the “Conseil d’analyse de la société” and member of the “Conseil Economique et Social”.
Currently he is also a columnist in several nation-wide media.
Closing conference :
Patrick Pailloux, Chief Executive Officer of Agence Nationale de la Sécurité des Systèmes d'Information
(ANSSI), will conclude the 2011 Congress.
He will deal with the challenges awaiting and develop the France defence and information security system strategy, specially the measures announced by the 25th of may Ministers Council.
Former Polytechnique (1986) and École nationale supérieure des télécommunications student, M. Patrick PAILLOUX was part of the regional direction of France Télécom Île de France from 1991 to 1995. He used to be sector Chief and Department Chief of the Ministère de la Défense information systems from 1995 to 2003. Since the 8th of July 2009, he has been named Chief Officer of Agence nationale de la sécurité des systèmes d’information (ANSSI).
He is member of the executive board of ENISA (European network and information security agency).
